Anthrologica was commissioned by UNICEF El Salvador to support the development of an evidence-based Social and Behaviour Change (SBC) strategy to strengthen student participation and leadership in education. Designed to support national and sub-national education actors, the strategy was developed in close collaboration with the Ministry of Education and local implementing partners, and focused on understanding the social, behavioural, and structural factors shaping adolescent participation, with particular attention to girls. Using rapid, participatory qualitative methods, Anthrologica co-designed and facilitated workshops, interviews, and creative activities with students, teachers, families, and school staff to explore lived experiences of participation, key barriers and enablers, and perceptions of safety, inclusion, and belonging across school and extra-curricular settings. Findings were synthesised into actionable behavioural insights, informing priority SBC pathways and intervention options. The resulting SBC strategy builds on existing education initiatives and provides practical, context-specific recommendations to support more inclusive, student-centred participation, while strengthening institutional capacity to integrate behavioural evidence into education programming and policy.
